Monaco strengthens its commitment to data protection

On 6 March 2025, H.E. Mr Gabriel Revel, Monaco’s Ambassador and Permanent Representative to the Council of Europe, presented the Instrument of Ratification of the protocol amending the Convention for the Protection of Individuals with regard to the Automatic Processing of Personal Data, known as Convention 108, to Mr Bjorn Berge, Deputy Secretary General of the Council of Europe.

Monaco has been a party to Convention 108 and its additional protocol since 2009 and signed the amending protocol on 18 October 2018, the day of its opening for signature.

Convention 108 is currently the only legally binding international instrument in the data protection field. It’s open to all countries worldwide, not just the member states of the Council of Europe.

The amending protocol ratified by the Principality, known as Convention 108+, updates the existing treaty to align with the latest technological developments in modern society.

This ratification came about following the National Council’s vote on Act No. 1.566 of 3 December 2024, approving the ratification of the aforementioned protocol and Act No. 1.565 of the same day relating to data protection, which made it possible to take into account the requirements of Convention 108+ with which compliance is required.

Monaco is the 33rd State to have ratified this protocol. For Convention 108+ to enter into force, another five ratifications are needed to reach the threshold of 38 ratifications.
