In this exclusive interview, Mrs Ludmilla Raconnat Le Goff, Delegate for Monaco Strategic Development, CEO of Invest Monaco, shares the Principality’s long-term vision for global attractiveness, the values that underpin Monaco’s international appeal, and why the future of residency and investment no longer rests solely on wealth, but also on trust, quality and sustainable integration into the Monegasque model.
“Monaco is built on a rare balance between stability, security, quality of life, and the ability to act. Our ambition is to support residency, investment, and business establishment projects that are long-term in nature and contribute concretely to the development of the Principality,” – starts our interview Mrs Ludmilla Raconnat Le Goff, the CEO of Monaco’s Attractiveness Unit & Invest Monaco.
Your appointment by H.S.H. Prince Albert II as Delegate for Attractiveness to the Minister of State reflects a strong commitment from the Princely Government. What is the vision for Monaco today?
“My appointment reflects a clear ambition: to structure and strengthen the Principality’s attractiveness strategy within an international environment that has become more unstable, more competitive, and more demanding.
Monaco possesses exceptional strengths: strong institutional stability embodied by H.S.H. the Sovereign Prince, a very high level of security, an exceptional quality of life, and a decision-making and operational capacity that very few states possess. This stability forms the very foundation of our model.
Today, however, attractiveness can no longer be viewed solely through an economic or patrimonial lens. It simultaneously concerns the economy, residency, innovation, service quality, administrative fluidity, and more broadly, a territory’s ability to provide a sustainable and coherent environment for high-level international profiles.
Our ambition is therefore to promote a much more global and coordinated approach. Monaco is not intended to enter a logic of volume; we embrace a philosophy of quality, coherence, and contribution to the Monegasque model. We seek profiles capable of investing, undertaking, creating value, but also integrating sustainably into the life of the Principality.
My role, and that of the Attractiveness Unit, is precisely to reinforce this clarity internationally, better coordinate the relevant stakeholders, and position Monaco where relocation and investment decisions are made today.”
The Attractiveness Unit is often presented as a key entry point. What exactly is its role?
“The Attractiveness Unit is the Government’s entry point for relocation, establishment, and investment projects within the Principality.
Our role is above all to bring clarity and fluidity to an environment that may appear complex when discovered from the outside. Monaco is a highly structured ecosystem with high standards and numerous institutional, economic, and regulatory stakeholders. It is essential that future residents and entrepreneurs are supported in a coherent and efficient manner.
We therefore intervene very early in the decision-making process to explain how the Principality functions, guide projects, coordinate the relevant contacts, and facilitate useful connections.
Our mission is not to replace professionals or administrations, but to create the right bridges at the right time with the appropriate level of support.
This approach helps secure the process, avoid misunderstandings, and transform what can sometimes be perceived as a complex journey into a much smoother and clearer path.”

Monaco attracts demanding international profiles seeking a secure, stable, and globally connected environment. What are the Principality’s key strengths today in convincing future residents or investors to settle there long-term?
“In a world marked by geopolitical, economic, and regulatory uncertainty, the expectations of international profiles have evolved profoundly. Today, the notions of stability, security, trust, and predictability have become central.
This is precisely what Monaco has offered for a long time.
The Principality combines several extremely rare dimensions: exceptional security, strong institutional stability, agile governance, internationally recognised quality of life, and an environment particularly favourable for both families and entrepreneurs.
To this are added high-level infrastructures, excellent educational and healthcare offerings, immediate connectivity with Europe’s major economic centres, and a dense economic ecosystem despite the size of the territory.
But what truly makes Monaco unique is undoubtedly the balance between personal and professional life. Here, it is possible to develop ambitious projects in a human-scale environment, with direct access to decision-makers and strong institutional responsiveness. Monaco is simultaneously a place to live, a place to invest, and a place to build for the long term.”
Beyond its economic advantages, Monaco offers a unique ecosystem based on security, quality of life, service excellence, and proximity to decision-makers. How does the Attractiveness Unit promote this uniqueness to potential newcomers?
“Our mission is to explain Monaco in its full reality, without caricature or purely promotional positioning.
The Principality is sometimes perceived only partially from abroad. Yet Monaco is a far more complete and demanding ecosystem than many imagine. Behind every entrepreneurial project there is also a life project—often a family project—and these dimensions are inseparable.
Our role is therefore to provide a global understanding of the Monegasque model: its institutional functioning, economic environment, standards, culture of discretion and trust, but also its level of excellence and expectations.
We also place great emphasis on the quality of human support. People considering Monaco are often looking for more than simply a place to relocate; they seek a coherent, stable, and sustainable environment.
Finally, we work extensively with international prescribers—private banks, family offices, law firms, and international mobility advisors—who today play a key role in relocation decisions. It is essential that these stakeholders have a precise and up-to-date understanding of Monaco.”
Moving to Monaco is often a life project. How do you support future residents in this process?
“We consider each relocation as a global project.
Those who choose Monaco do so to build something for the long term: a family life, an entrepreneurial project, a stable environment, sometimes a completely new chapter of life.
This is why we intervene very early in the reflections of future residents, so they can fully understand what Monaco is: its opportunities, but also its codes, standards, and way of functioning.
We then support them throughout their process by facilitating introductions to the right stakeholders—administrations, economic partners, professionals, and local networks—to make their journey more understandable and fluid.
We also organise exchanges and meetings that allow people to concretely discover the Monegasque ecosystem and progressively integrate into local life.
Our residents contribute fully to the dynamism of the Principality. Over time, many naturally become ambassadors of Monaco internationally through their engagement, projects, and networks.”
Monaco is also seeking to strengthen its economic and entrepreneurial attractiveness. What role do you play with international investors and companies?
“The objective is to adopt a more proactive approach to the Principality’s economic attractiveness.
International competition between jurisdictions has intensified, while the expectations of entrepreneurs and investors have evolved significantly. It is therefore essential to have a more coordinated and project-oriented approach.
Our role is first to identify profiles and sectors that present genuine coherence with the Monegasque model: finance, innovation, technology, yachting, high-value-added services, precision industries, international entrepreneurial projects, as well as family and wealth structures.
We then act as facilitator and coordinator. Today, many international investors are seeking environments that are stable, responsive, secure, and capable of offering direct access to the right stakeholders. Monaco possesses this capability, but the ecosystem must also be made more understandable and accessible.
Concretely, we support businesses and investors in understanding the territory, facilitate connections with relevant public and private stakeholders, and help streamline establishment processes.
The objective is not to attract more at any cost. The objective is to attract better: solid, sustainable projects aligned with Monaco’s identity and ambitions.”

How does the Attractiveness Unit concretely connect with future residents?
“The first contact often happens very early in the process, sometimes even before a decision has truly been made.
We work directly with future residents, entrepreneurs, investors, and company leaders, but also with an international network of professionals who support these profiles in their decision-making.
Our approach is essentially based on targeted and qualified exchanges. We prioritise meaningful meetings, useful introductions, and discussions aimed at concretely understanding the expectations of international project leaders.
Within this framework, we also organise institutional meetings and events in Monaco and abroad to present the Monegasque ecosystem: how it functions, its standards, opportunities, and unique characteristics.
These exchanges are essential. They help support individual projects, create long-term relationships of trust, and better understand the evolution of international expectations regarding residency, investment, and business establishment.
Attractiveness cannot be passive. It requires active presence, constant listening, and a nuanced understanding of international dynamics.”
How do you view Monaco’s role today in international diplomatic and economic relations, and its positioning in a constantly evolving world?
“Monaco occupies a unique place on the international stage.
Over time, the Principality has built credibility founded on stability, continuity, and the quality of its commitments. Despite its size, Monaco today holds a recognised voice on major topics such as sustainable development, responsible finance, innovation, and international cooperation.
Its strength also lies in its agility. Monaco can move quickly, experiment, build bridges, and develop highly targeted collaborations with leading international stakeholders.
In a world where many seek greater clarity and stability, Monaco increasingly appears as a trusted territory capable of combining excellence, security, international openness, and long-term vision.
It is precisely this combination that strengthens its attractiveness and global positioning today.”
