
Ludmilla Raconnat Le Goff appointed Delegate for Attractiveness to the Minister of State and Secretary-General of the Strategic Council for Attractiveness
By Sovereign Ordinance published in today’s Journal de Monaco, Ms Ludmilla Raconnat Le Goff, Director-General of the Ministry of Health and Social Affairs, has been appointed Delegate for Attractiveness to the Minister of State and Secretary-General of the Strategic Council for Attractiveness.
Reporting directly to the Minister of State, Ms Raconnat Le Goff will coordinate policy aimed at enhancing the Principality’s appeal in all areas. Her responsibilities will include:
- devising a strategic roadmap for 2025-2026 built on sound governance, effective coordination, and targeted priorities;
- strengthening cooperation between the public and private sectors to ensure Monaco is an attractive destination for businesses, investors, and talents;
- establishing a standardised communications strategy shared by all partners;
- developing targeted support measures;
- injecting fresh impetus and leadership into the work of the Strategic Council for Attractiveness (CSA).
A career in public service
An International Business & Economics graduate from Kedge Business School, Ms Raconnat Le Goff has spent the greater part of her professional career working in Monaco’s civil service.
Following her appointment as Director-General of the Ministry of Health and Social Affairs in 2021, she oversaw several major reforms in areas including remote working and pensions with the creation of the pension fund Caisse Monégasque de Retraite Complémentaire (CMRC). The Franco-Monegasque psychiatric day centre for children opened under her leadership, and she also coordinated the Monegasque healthcare system’s response to the Covid crisis (monitoring, screening, and vaccination). In addition, she sat on the boards of the Principality’s healthcare institutions, Princess Grace Hospital (CHPG), Monaco Cardiothoracic Centre, and IM2S.
Previously, she served as a Technical Advisor and later Secretary-General at the same Ministry.
Between 2007 and 2009, she was Assistant Director of the Monaco Economic Board (MEB), where she led overseas trade missions and was instrumental in promoting the Principality as an important economic and financial destination.
